Seagate Hard drive is not recognized

I recently fixed my OS (see my other thread) and have all but 1 hard drive back. When I boot up my system the Seagate 2TB is not recognized and somehow prevents the OS from going past the "Starting Windows" window. I have never had an issue with this hard drive before now.

I cannot tell if this hard drive is dead or if the computer just doesn't recognize it. If it is dead is there a way I can salvage my stuff on it? I have my whole computer and every photo I have ever taken backed up on it.

You can try to connect your drive to a different computer to find out if your hard drive is still detectable on a different system. However, if your hard drive still would not be recognized on a different system I am afraid it's gone south. And your chances of getting back those data would only be a professional data recovery facility. We've tried WeRecoverData to recover data on several failed hard drives with successful results so far. The cost of recovery typically varies on how bad is the situation of your hard drive. It's always been suggested to have multiple backups of data that you cannot afford to lose to avoid frustrating situations like this.

I am sorry but it is not really clear whether the drive that is causing you troubles is the primary drive or a secondary drive(which prevents Windows from booting when connected).
Either way, you should start with attaching the drive to a different system. If the system hangs before booting again, you may consider connecting the drive through USB after the OS loads(you can do that with some sort of an external hard drive enclosure). Then you can run a hard drive testing tool and see the overall health of the drive and eventually the cause of the problem.

The 2TB seagate is a secondary separate from my boot drive. My boot drive is an SSD with nothing on it but the OS.

After it is your secondary drive and windows can't boot when it is attached via SATA, you can try connecting it through USB after the computer boots. Then you can see whether it works fine or at least if it is recognized by Disk Management.

Does the HDD appear in BIOS if you disconnect the SSD?

Does the HDD spin up? Does it click?
