Second case fan not working

Hey guys, first I attached the power supply with both fans connected by one header, but when I turned on the system, the power button led was the only thing on and when I tried to touch the case it shocked me. So then I detached both fans from the header and allocated one 3 pin header to a 3 pin socket, and the second 3 pin header to a 4 pin socket, the first fan started working but the second one didn't. I heard you could connect a 3 pin to a 4 pin, is there any way to fix this problem?

Case: NZXT S340, PSU: Corsair 600W
 
Solution
Actually, a 3-pin fan on a 4-pin header should run at full speed all the time, unless your BIOS Setup screens allow you to make the 4-pin mobo fan port behave like a true 3-pin port (operating in Voltage Control Mode).
