Second HDD causing computer to slow and hang

I have a self made computer with a ssd with my os and a hdd for games and storage. when the hdd is plugged is it causes slow boots system lag and is unresponsive to program installation. I have done the following to try to resolve the issue:
- replaced the HDD and cables
- verified slot placement
-replaced the RAM ( apparently it was failing)
-new windows
-flashed bios
-fully updated
idk what else to do costing me almost as much as the original build so far. please help.

What is on the harddrive currently?
Was the harddrive installed into the system when windows was installed onto the SSD?

there are only games and file on the hdd. windows 7 was on the ssd now windows 10. tried just the hdd with os and games on it and i could atleast install and update but then shuts down in game and is very very slow. hdd works fine aslong as its only used for internet. i have tried installing windows on the ssd both with the hdd conected and without.
