Second monitor Drawing Too Much Power?

So I just recently connected a secondary monitor to my PC and it works great. My only issue is that right as I got it, my mouse started acting up. It freezes for a second seemingly randomly and I think the monitor is causing it. I've tried testing it by turning off the monitor when the mouse lag started and it goes away in after a few seconds and comes back when the monitor is turned back on. I've tried searching for someone having the same issue but I haven't found anything. If anyone has information about this or a potential fix, it would be greatly appreciated.

I was expecting a Core 2 duo with integrated graphics 😉

With that hardware the primary suspect is software, perhaps your mouse is a "gaming" type one? If so, try uninstalling the software for it and seeing if that fixes things
Here's my specs:

GPU: EVGA GTX 980 Ti SC
CPU: Intel i5 4430 3.00GHz
Display: 1920 by 1080p at 144Hz

Also, I have an i7 4790K that I will be putting in my build soon.
 
The mouse freezing issue has gotten more severe, too. It kinda tones it down when I switch the USB that it's plugged into but it gets worse again after a while.
