Second New Motherboard is Failing to Post on Ryzen Build

After replacing my motherboard on my Ryzen Build it is still not posting. No display signal and no power to USB ports. I tried resetting my ram but this did not work, I also tried a different set of ram but no luck. I also recently replaced my PSU.

Specs

Ryzen 1700
Asus B350f strix mobo
Corsair Vengeance LPX 3000mhz (2x8gb)
Radeon R9 390 Gpu
Corsair VS 600 PSU
WD 1gb SSHD

I have noticed the orange led on the top right hand of my board signifying ram issues. Other posts have recommended resetting the ram but this has not worked. I have also completely rebuilt the computer to look for possible shorts but have not found any.

The RAM is compatible and worked on the previous motherboard i had until one day i turned it off and it failed to post.

I will definitely order a new power supply to eliminate that as a potential problem. Could the Qled displaying Ram issues be a symptom of inadequate power to the motherboard and cpu?
