On the cheap side is to get the DVR cards like Microjack or similars products from other Company like that and can go with your company's budget. http://www.microjack.com/NewMicroJack/Products/avseries/avhome.htm I tested one of this card back in 2000 and they're not bad but accessing the events is not intuitive as the more expensive one like Ultrak or Wavelet DVR System. http://search.live.com/results.aspx?srch=105&q=DVR+cards&first=11&FORM=PORE

If you're serious about the equipment, use of a proper Industrial Digital Camera is $3000 dollars with PTZ (Pelco PAN/TILT and ZOOM (PTZ) Camera is the best I've used, next is Philips and Ultrak), that will solve your long range shots but you would still need a Recording Unit like the product mentioned above.

Badge is right about going to independent installer as they my cost less than the big company but not much though as the price of equipment is pretty much fix but the labor. Make sure you're not being rip off as well.
