I have a hardware firewall and don't want to use the XP firewall. i
have told the SP2 security center to not notify me and that i have a
firewall solution of my own. yet...even after setting that, every 3-4
startups the secutity center pops up the balloon and tells me that my
PC is not protected and might be vulnerable. how do i make it stop
doing that???

Go>start\control panel\security center and on the left at the bottom you will
see "change the way security center notifies me" click that and change it.

You need to change the Alert settings, open the Windows Security
Centre control panel, click on 'Change the way Security Centre alerts
me' on left hand side and un-tick option next to Firewall.
