Selecting Xeon vs i7 3770 vs i5-6600K vs HP ProLiant for a Budget Gaming Build

Aiming to build a Gaming PC. I have FOUR options.
As I own a 1 year old Zotac GTX 1060 6GB

Option 1:
Getting a Pre-Build 4 years old Pre-Owned
Core i7 3770
16GB Ram 1333MHz DDR3 Dual Channel
DELL XPS 0YJPT1 Motherboard
1TB SSHD
Corsair Carbide Case
630W Thermaltake Power Supply
Zotac GTX 1060 6GB(1 Year Old)

Option 2:
Getting all this from Ali Express
Xeon X5650/X5675
Asus P6T Mobo
16GB Triple Channel DDR3 1333Mhz RAM
1TB HDD
Power Supply Not Yet Finalised

Option 3:
HP ProLiant
Xeon E5620 2.40Ghz Dual CPU(Thinking to Change this X5687, as I am not sure this server MoBo can be overclocked)
8GB RAM(will upgrade to 16GB)

I want to play almost all games, at 1080P without any lag and also I am a Mechanical Engineering so I will have some 3D Modelling and Engineering Simulations using ANSYS.

Please do suggest some viable budget options. I am from India, so getting from eBay would be difficult.
