I had this problem trying to copy pictures from a Cannon Powershot SX100is.

I took the HDSD card out and put in into the built-in multi-form-factor (SD, MMC, etc) card reader in a fresh-booted Windows XP Media Center edition PC. I checked to make sure the driver for the card reader was up-to-date.

Then I tried again using a different up-to-date XP machine with a simplistic SD-only card reader plugged into a USB hub.

Same Semaphore timeout issue.

Then, I put the memory card back into the camera and hooked the camera to the USB hub via the chocked transfer cable. When I turned the camera on, Win XP immediately recognized it as a Canon PS100SXis camera. I used Windows Scanner and Camera wizard and transferred all 657 files. It almost stalled on some large AVI files that are there because of the camera's video capabilities, but patience proved that it wasn't actually stalled.
