How does the GPU manage load between programs? Say you are rendering out a video in Premeire pro and gaming at the same time?
I assume the answer is in a lot of depth but if I wanted to game and render at the same time could I prioritize one of the other? Also could you use two GPU's in the same system where one of them could be used as acceleration for rendering and the other for gaming? Or is this not possible? How would you tell the PC what GPU to use for what program?

Yes. Adobe Media Encoder will prioritize other applications. You queue your export then start it, it'll work it out automatically.
But it all doesn't really matter, premiere pro doesn't rely heavily on GPU unless you have a lot of effects and such or have been using After Effects. It's a CPU-thing.

All in all, you could be gaming, but Premiere wants a lot of ram, so you probably can't anyway.

Afaik you can't tell what process to use which GPU.

But if I had two graphics cards, surely there would be a way to choose what gpu does what...No? If I wanted to allow one for gaming and one for rendering is this not possible?

As I said, Premiere doesn't really care much about your GPU unless you use the right plugins / effects that take advantage of the GPU.
Also, no, one can do PhysX the other the rest or they can share the task between them.
