Serious Help Pc Broken!

Hi I have just got round to using my new gaming mouse for My PC, It was working great and I later found out there is a program to vary DPI and colours and stuff so i went ahead with it and It said “For this program to take affect you must restart your pc” so I went ahead and restarted it and for some reason my pc just doesn’t start its in a constant loop of “Starting Windows” then goes back to a screen with only my cursor on it and my PC makes two ticking noises before it switches screens!

We'll need more info than that. What mouse you installed? You try unplugging it?

Yes I have tried that its a Sound Blaster X

Now My pc is just in a loop I spammed F8 on motherboard and have tried all of the options, The CMD doesn’t pop up, Repair Pc doesnt fix anything! I’m so lost

The reason its in a loop is because on failure it restarts and Iv tried pressing “Disable automatic restart on system failure” that did nothing
