I do not think it is a mobo issue. I would triple check that all your drivers are installed properly (and up to date).
That's one thing I haven't done after reinstalling Windows. I am thinking just my WIFI adapter, RAM and Motherboard drivers?

Update - After using a file manager, I have managed to install the GPU drivers but the issue of not being able to install games on Steam is still there
Assuming you did not do a fresh install,
Perhaps you would not have had any problems if you reformatted the boot drive, then installed Win8.1 fresh
The vital required drivers can be automatically installed through UEFI with its ability to access wifi/wired internet - every time i have built a new pc, the UEFI recognised the external usb wifi adapter and got me connected promptly
