Question Serious Lag when opening games/programs

So ever since reformatting my machine and moving my OS to an m.2 hard drive, everytime I open up games mostly that I've noticed my hole computer lags and if I'm watching videos on the other monitor they lag really bad looks like I have like 1fps and takes about 5 seconds or more and jumps to the next scene. After the initial start up or loading into games it goes away. Any ideas what this could be? Should I reformat once again?

RTX 2080
32gb Corsair Vengeance Pro
OS on M.2 Samsung Pro

So I noticed that if I put the opening/loading game behind an already opened program the lagging doesn't occur, any ideas?
