Question Seriously unstable GPU load. Avg: 30%

Alright.
I currently have my gtx 690 inside of my system, and the GPU usage is really unstable. The usage sometimes reach 80 ish %, but the majority of the time, the usage lies around 10-20%. The temperature is fine, so that's not an issue. CPU usage is stable, CPU temps are around 60 degrees celsius, ram usage is fine, PSU is more than enough. What do you think is the issue?

I also attempted to reinstall and try different drivers, that had no effect.

Try disabling SLI.

SLI is not the issue, the graphicscard runs nice and smooth in a lot of games. It seems as if GTA V is the greatest issue at this point.

128 gb SSD
Model of PSU, no clue, wattage unsure, but over 600w.
8 gb ddr3 1600 mhz
