Question Server connection help

Hello. Im trying to use a program that needs to connect to the server pc, but i keep getting an error that says the following:

"could not connect to server: Connection
timed out (OX0000274C/10060)
Is the server running on host
" Xxx.xxx.x.xx" and accepting
TCP/IP connections on port 5432

issue connecting to your server.

Solution: Check to see that your
server is turned on, and, if it is,
you may need to reboot it"

The server is On so im guessing it has to do with the ip address because the router was reset. I found some help on the site which said this:

If the connection to (program name) has been lost
after a router or computer relocation it is
typically because there is no Static IP connected
to the server. When routers or machines are
moved around it can cause the IP address that
the Server is running off of to change. To remedy
this you want to go to the Server and look at the
IPv4 address it is running on. Than point all
terminals to that IP. Once terminals have been
configured to use the new server IP address the
connection will be restored."

Could someone here please guide ne on how i should proceed? Thank you.
