Alright, I have a Dell R430 PowerEdge server that hasnt been used in 2 years. Is there a way i can put something like a low profile graphics card in this server and have it operate as a normal PC for things such as gaming/streaming. Currently my Microsoft surface book lacks the power to even allow streaming and game capture. Putting a graphics card in this as opposed to buying a new $3000 gaming pc is much cheaper if possible.

Servers are good for what servers are for. Gaming PC's are good for what they are good for.
You can't just slap in a GPU and expect to turn a server into a good gaming system.

Just like cars and pickup trucks.
You can't turn a Mustang Cobra into a pickup truck and expect to haul 1,500 lbs of top soil.
