Server Windows NT requests a change of password.

The Windows XP workstation shows a message when they try
to change their password. "You do not have permission to
change your password." administrator will get a message
saying "The system cannot change your password now
because the domain (Company domain) is not available" Has
anybody seen this problem. We are connecting to a primary
domain controller through a T1 line. My thought is that
the T1 has got so much traffic it is timing out and not
able to authenticate the new password change. If I go to
the backup domain controller(this is local not through a
T1 line) I can change the password through user manager
for domain and it changes fine.

Most of the time it's name resolution where the machine
cannot find the PDC of the domain. The PDC must be
contacted because it holds the only modifiable copy of
the SAM database. Attempt to map to a share on the
PDC from the XP workstation; was it successful? If
so then what is the exact error?
