Set a software to open on a specific monitor

So, I'm curious if anyone knows how to make a program open on a certain monitor when my computer starts up? I have two monitors, and I want to get a smaller, third monitor just to have hwmonitor going on. Is there some way to set hwmonitor to open only one that specific monitor?

Extend desktop to it and move the window over to it, resize it, whatever.

Generally, an application will open at the last location it was closed at.

So...open that. Move and size it to where you want.
Close it
The next time it opens, either on command or via Startup...it should open in that same place and size.
