Set up Steam-only Windows User

How can I set up another Windows user account that will only run Steam as well as start up in Big Picture mode upon logging in? I also want this user account to share the same Steam account, game saves, and local files with another Windows user. My operating system is Windows 7.

1) You can only share the game saves AFAIK if you use the same Steam account.

2) You can setup the same account on a different machine. Simply install Steam, enter your user account login and follow the info to authenticate (it will send an e-mail to your account e-mail address)

I've not tried to boot to BPM but there are articles around.

*probably an easier method exists.
