Question Setting up a firewall - the very beginnings

I am hoping to find one article that describes the following:

• Can I use the Windows defender firewall and another firewall? As I understand it, windows defender does not monitor outgoing messages. That is one reason for looking for another FW. I am especially worried about the possibility of having a keyboard logger (I live behind the bamboo curtain).
• Once I install the FW, how do I begin? I look in the files for what is in Defender and I see dozens of sights that are allowed and some that are blocked. Do I preload sites? or just work as usual and then make decisions as the FW notices me?

I have done some research on this but have found that most articles only describe how to SET UP the software, and not what happens after that or how to manage it into eternity.

Limit the time to one year.

Then google again using "how to use multiple firewalls".

As you read and learn you can change the search criteria and narrow the resulting links down to where those links are more specific to you and your requirements.
