The usual culprit is the media itself, which means either the DVD Disk itself has scratches or just needed to be wiped.
The rare culprit is your DVD Drive is faulty and may need to be replaced.
The rarest but can still happen, is a faulty RAM or Hard Drive. When Windows copies files from the media to the Hard Drive it will verify the consistency of the file thru CRC checking, if you have a faulty hard drive and sometimes even faulty RAM, the CRC will check and thus Windows will always say that the setup cannot copy files (Because it will always fail the CRC check)
