Severly underpriced Ryzen 1700x is it a scam?

I was looking around for a Ryzen CPU for my future build and I found a 1700x for $45!!! I want to buy it but I feel like it's a scam. The seller has no reputation and literally made the account yesterday. I could refund if it is a scam but then I have to pay to ship it back, so I don't really have an idea of what to do.

As long as some of the people dumb enough to fall for it don't return it, they make money. If you actually try this after the comments on this thread, you deserve to lose your $45, honestly.

Typically its ebay that lose out in a situation like this. You get your money back eventually, the seller probably closes their PayPal account shortly after payment to prevent a refund
