If "sfc /scannow" or "DISM /Online /Cleanup-Image /RestoreHealth" fail, will it stop Windows 10 from loading until the matter is sorted ?

I have never interrupted the process, so I have no firsthand knowledge of said, but logic would seem to consider that it could.

I assume to say that you are booting ok, but never get past windows splash screen?

If you have another working PC on hand and a large enough USB drive, I would suggest going online and DL'ing the most recent version of W10. I would boot the troubled machine with it and first try the 'repair' option. If that doesn't work you are already in place to reinstall, assuming no other hardware issue is the actual cause.

I have no PC problems, but want to run the SFC to repair irregularities that scannow/verifyonly has found.

it might, it depends on what is wrong. Since both of those tools fix windows, its really hard to say.

I haven't ever seen them fail.

Run DISM first as it fixes the system files that SFC uses to check files with. Restart PC if SFC fixes anything as some things need a restart to work.

i never run verify, I just run scannow
