Question shimmering ,bad textures and bad draw of distance in all games

I have built my pc yesterday , installed win 10 pro
i have tried many games and ever game has very bad textures and too many textures are loading when i am close to them (after the textures loading they still bad )
even videos have texture problems
and at the end some games have some fps drop like fortnite
..what i have tried to do :
- refitting my gpu
-rolling back gpu driver
-windows is up to date
- reinstalling gpu driver by DDU
-Clean reinstalling windows
-reinstalling games on ssd
- gpu and cpu temps are fine
-ram usage is fine
-cpu usage 40_75% and gpu usage 85-100%
-i haven't overclocked anything
-i have downloaded all of drivers
-tried the pc on my TV
-tried many other hdmi and dp cables
-changed settings in nvidia control panel and windows and games settings

*I HAVE NOTICED THAT THE GPU MAKE COIL WHINE SOUND WHEN HIGH USAGE AND WHEN THERE IS A FPS DROP THE SOUND IS GOING AWAY AND RETURN AGAIN AFTER THE DROP *

so is it a sign of a bad gpu ??

bf1- fortnite - assassin's creed syndicate - pubg lite - destiny 2

from steam and epic games

no i didn't update the bios because the mobo is ryzen 3000 ready

should i upgrade the bios ??

I think the RAM is faulty. See if you can borrow a kit from someone to test.

can u explain that please
cause i can't borrow
my friends don't have pc


mabey i can use one stick of ram
if the issue stills
i will will use only the other one
if it stills too...then the ram are fine

RAMs are fine i have just tested them
and i don't think it is the bios because it is an in-game textures problem (not in all of the pc )

Furmark for 45 minutes and see if your system crashes.

Last thing to try is to disable shader cache in nvidia control panel and hit apply. Also set the power management mode to prefer max performance.

i have already tried this
it seems to be a defective piece of hardware
but it is not the ram,hdd,ssd or monitor
it is the mobo or the psu or the gpu
idk

You may also post it on Nvidia forums to see if it is a driver issue. If something was wrong with PSU or GPU furmark would crash the PC. Monitor the 12V+ rail with HW info while running Furmark.
