Shimmering in all games

I'm having a huge problem with Aliasing\ Shimmering in all games, Here's a Video :

If anyone can figure out a fix I'd be cery thankful
**Note** I tried reinstalling the windows , different drivers, changing the HDMI cable and DVI cable.
Specs:
I5 4670K 3.4 GHZ
Asus GTX 770 DCU-II 2GB
8 GB Ram
Win 8.1 x64

Update 2 :
I tried MSAA 8x it just LOWERED the problem still didn't fix it.
Also tried 4K DSR still lowered the problem...
 
not seeing any major flickering at all in your vid mate. maybe a little more specific in where your seeing it might help.
coz ill im seeing are pixelation caused by running on a 1080p screen without aa. which is normal.
also running fxaa and msaa isnt good. they conflict. use 1 or the other (only ever use 1 kind of aa regardless of the game).
 


Well, this is disappointing.. I can see this problem on both my PC and laptop.
Well it's just edges flickering I can't describe it properly but it's like a running shadow on the objects specially on te=raffic lines and fences If you know what I mean.
I'll try recording it with my phone hopefully the problem will be clearer.
 


hmmm could be somewhere in the game settings, but I can't seem to figure this out? does this happen all the time while playing these games?

oh, i think I see it, It might just be your gnu rendering things when you get close, but I don't really know a fix to that.
 
check your gforce experience and if the game is set to optomized click revert.
to be honest ill im seeing is

in the black circles . this flicker is cause by the anti aliasing. there aint a lot you can do about it using fxaa rather than msaa should calm it down but it wont get rid of it.
or you can try disabling aa altogether than use the nvidia control pannel to turn AA on rather than application controlled.
this will stop the game software rendering aa and force the card to do it in hardware.
 

I tried everything in Nvidia CP. Also, AA does absolutely nothing to me. NOTHING. Idk why....
From what I know Nvidia's CP AA settings doesn't affect the game at all. But I still tried..
 
wasnt really satisfied with the results myself. so i went a little deeper.

i found you can do a lot to reduce the effect with a few tweeks. but this tweak will likely not work for you.
open your nvidia control panel and the default 3d settings. scroll down till you find dsr factors and set it to 1.5 the native screen rez.
apply and start the game.
in the games gfx settings turn fxaa on, msaa to x2 and txaa on.
pinsharp glares and highlights will be much less of an issue.
i also found this combo released enough memory that i didnt spill into the 3.5gig limit when i enabled pcss shadows and used very high settings for shadow quality with distance scaling on.
of course all this cost me a lot in fps. i am dropping down to mid 30's on my 970.

anyways sorry i couldnt be more help . but this may help some 1.
