In the planning phase of the singleplayer of Rainbow Six 3 I get short freezes whenever I place down a waypoint and it's driving me insane.
The freezes are completly fixed in Safe Mode.

- Windows 10
- i5 7600k
- GTX 1060 6 Gb
- Asus Z170 Pro
- 16 Gb DDR4 RAM
- 250 Gb SSD for Windows
- 1 Tb HDD for all the other stuff
- Corsair TX550M (550 Watts, 2 years old)
- All sorts of reinstalls (Game, Drivers, even Windows)
- Force usage of DirectX 9
- Disabling everything there is to disable in the NVIDIA driver settings (AA, VSYNC, etc.)
- Pretty much every Compatiblity setting
- Disabling XBOX Game Bar, DVR, etc.
- dgVoodoo2 (although I'm not sure if I tried everything there)
- Everything suggested on PcGamingWiki
- The stuttering/freezing appears consistent (every time I click on the planning screen)
- During the freezes the GPU 3d usage spikes to exactly 70% but never higher
