Short stroking hard drive

Just one simple question can short stroking a hard drive improve gaming performnce because im sure that my hard drive causes some milisecond freezes in games and some games even freeze for 5-6 seconds?
 
Since you'll need a new cooler to overclock the Xeon, you could buy it now and overclock the E8500. However since overclocking the E8500 to 4GHz doesn't help even when CPU utilization isn't close to 100%, then the Xeon probably won't help much. At this point you've determined the CPU probably isn't the issue. What is the memory utilization while gaming?
 

Usually around 2 gb highest i ever seen was in stalker call of pripyat and that was 2,8 gb with complete mod but as i told already it is usually around 2gb and my pagefile usage, if that matter, is 4-5 gb. But there is another interesting thing i forgot to tell you and that is that in nfs carbon (which isnt demanding game) i had some strange slowdowns,i maxed out the game and had 50-60fps and while playing it just slowdown in some areas fps is still high but it looks like i turned on the slow motion and the same thing happen in nfs most wanted (which is even lees demanding)

 
There definitely is an issue with your system. Do you still have issues if you don't max out the settings? You need to determine if the slowdown occurs because the CPU and/or the GPU are too busy or there's an issue with the hard disk. Use tools like MSI Afterburner to monitor the system while playing.
 

Yes even on low, slowdowns are there but in some games msi afterburner shows it like fps drop, when slow down happen (or milisecond freeze) i look in monitoring and see that cpu and gpu usage drop down and fps too, what i did yesterday is i left task manager running while i was playing nfs most wanted 2012 and after playing game for a while (with freezes and fps drop and gpu,cpu usage drop on low settings) i close the game and open task manager disk tab and i noticed huge hard disk spikes it showing that hard drive running at 0-10% and in some point it jumps from 0 to 100% for a second and drop down to 0 and i think those jumps are when freezing occur
