Question Shortcuts on keyboard are not working. (Windows 8)

Need some assistance here. On my girlfriends windows 8 computer, None of her shortcuts (e.g. ALT+F4, CTRL+ALT+DEL, CTRL+F etc.) are working whatsoever. We've tried everything. We've tried swapping keyboards, cleaning the keyboard, restarting the computer, switching to another USB, Reinstalling the drivers, checking the HID to make sure its running, troubleshooting, everything. The keyboard is not the problem. One thing that I find weird is the ALT+F shortcut is now binded to F3. If someone could lead me in the right direction, I'd highly appreciate it. Thank you.

Have you tried going into the Registry to see if the values have been modified?
If not look at this link and go to Solution 1. So you can set your values so you can use your short cuts.
