Question should 12v rail on psu's be always above 12v?

hello, i recently purchased a atx 3.1 green 1000b-edge power supply cuz my previous power supply died due to a power outage after almost 8 years,(if u dont know green,well its a persian brand which makes quality psu's here,they use full japanese capacitors,maximum ripple is advertised 25mv,and efficiency rate is on platinum one)i was checking 12v,5,3.3v rails on hwinfo and 12v rail its usually stable at 12.045,however ive seen it dips to 11.975v sometimes and its the least number ive seen so far,system is stable as it should be on my rtx 4080+13700k ,but i just had question regarding 12v rail;is it ok to dip below 12v sometimes?forgot to mention that this psu was manufactured only a month ago.

That is within the acceptable tolerance of +/- 5%
