I suppose it's not like a CPU which has a Tray or Box options.

Should come as a sealed pkg containing 2 sticks not 2 pkgs containing 1 stick each.

Yes, my came from a retail store in cardboard box and inside was one see thru plastic with a sticker that had to be cut to open. It's also possible for bulk packages to exist if bought by somebody that assembles PCs. Probably with hefty discount.
Serial numbers should be next to each other.
