Newer CPU won't really help. The game is probably not perfectly optimized so it runs pretty bad on a good hardware. Try lowering your settings. Instead of buying expensive cpu which will give you very little upgrade.

I i would say bumping up to an i7 would do it for you.
 
An upgrade to an i7 would help performance, yes. However, you aren't looking for better performance, you're looking for a specific level of performance. So my advice is to look around gaming forums for that specific game and see if anyone is getting that kind of performance with a 1070, and if they are what kind of CPU are they using?
 
It only runs at about 90-100fps avg on my 4790K and GTX 1080 ti and that's on high settings at 1080p. The game is very demanding on both the CPU and the GPU. I tested with various CPU settings in the bios. With Hyperthreading disabled and at 3.0GHz I get about 60 fps at 1080p high settings. That effectively simulates a Core i5. You might get 60 fps or higher at high settings. Remember, when you can lower the graphics settings and the frame rate rises you're looking at more of a GPU bottleneck.
