So I'm looking into getting a z97 motherboard without spending too much so started on Ebay. I found an Asus Ranger VII for under £100 and I thought this was a great deal! So it looks good, condition is fine BUT its says it is an OEM version. I dont know what this means and whether its a bad thing. Will it still have all the features of a normal one?

OEM parts simply means they don't come as a retail box version and sometimes lack mfg. support to some degree possibly. OEM parts are bought in bulk boxes so it may only come in bubble wrap and a static bag.
