Question Should I buy brand new for just an office/portal PC?

I've been tasked with sourcing two new office PCs including monitors with a budget of around $1300.
It's been a while since I've either built or bought PCs but thought sure no problem.
Because they're mainly just going to be used to login into virtual desktops they don't need to be powerful at all.

To cut to the chase, I can't see the justification of sourcing brand new budget models to scrape in under budget when I'm looking at two complete second hand systems all for under $700. This is just a quick search so I'm sure I can do even better and as you can see, I'm in the UK but I'm assuming this situation is the same across world?!

Is my thinking pants? Many of these companies have one year warranties and from my experience, it's always software where things go wrong! I just can't see the justification for buying brand new at this budget when you get far more bang for buck with seconds. It's just a small office and they no longer have local servers but in rented short-term offices where they rent a rack for their own broadband.
