Hello guys ! First of all, i'm sorry if i'll make gramatical errors, English is not my native language. I want to know if it's ok to buy this second-hand computer:

CPU: AMD Vishera, FX-8350 4.0GHz
Motherboard: MSI 970A GAMING PRO CARBON
Memory: HyperX Fury Black 16GB DDR3 1866 MHz CL10 Dual Channel Kit
HDD: Toshiba P300 2TB SATA-III 7200 RPM 64MB
Graphic card(s): ASUS Radeon RX 580 STRIX GAMING 8GB DDR5 256-bit
Power Supply: Corsair Builder Series CX600 80+ Bronze
CPU Cooler: Liquid cooling
Case: Segotep EOS Silver
SSD: Samsung 850 EVO 250GB SATA-III 2.5 inch

- Windows 10 license
-Original games like GTA 5, BF1, The Division, Far Cry 4, etc (The seller has many games, almost 500 euro worth games )
-Monitor: Samsung Gaming LU28E590DS 28 inch 4K 1ms Black-Grey FreeSync

Price for all of above is 968 $ (4000 RON - Romanian currency)
My budget is 1100 $ and i was planning to build a pc with ryzen 5 1600 and rx480/580 but we all know what happened to this gpu... I also need a monitor for my build, because i don't have one. Is this a good deal?

I'm not a hardcore gamer, i'm ok with medium settings on games if it's necessary, even low settings if the game is good. I need answers urgently, please !

Again, sorry for my writing, if there is a mistake i would love if you will show me !

Solution
Medium settings, it should be acehievable, but not at the native 4K of monitor.
It's value will depend on how comparable components are priced in Romania. $1,000 for that system seems excessive to me, but i'm in Canada.

The PSU is pretty poor to be holding that all together - and the 580 isn't going to be doing too much at 4K.

Note most of the games likely cannot be transferred as they'll be linked to Steam accounts or similar (unless you're getting the Steam account too.....which I believe violates Valve's policy anyway).

I think it's not necessary to open another subject so i'll write here. I've found another computer, and I need your opinions !

• Intel Core i7 7700 Kaby Lake (Non K) 3.6GHz
• EVGA NVIDIA GeForce GTX 1060 Gaming 6GB
• Corsair Vengeance LPX Black 32GB DDR4 2666MHz
• ASRock B250M Pro4 Motherboard
• Inter-Tech EM-01 Case
• Cooler Master Silent Pro M2 850W - Power supply
• SSD Kingston V300 120GB
• Monitor LG UltraWide 29'' 2K / IPS - 29UM58-P
• Monitor Philips IPS 22" FullHD - without warranty

System was bought 4 months ago.

Price : 1090 $. What do you suggest to do ?

Leave the first option. you might get decent games but there's no point getting a 4k monitor when the games won't run on higher settings, let alone 4k.
RAM and CPU aren't future proof.
The monitor in the first options like a decent bet in terms of resolution and response time.

The newer option is by far, the better deal. though for 1000+ bucks, it might jussst be a tad bit on the expensive side. You might have to switch to 4k which the monitor in the second option might not support.
