Should I change the Latency on my RAM?

My ram is specified to run at 9-9-9-24 but according to CPU-Z is running at 11-11-11-28, what are the possible reasons for this and should I change it in the BIOS to its specified latency?

While I'm a noob at this, and and I respect SR-71 Blackbird's opinion greatly due to all the knowledge I've gained reading his posts. If I was in your shoes I'd NEED to get every last drop of performance out of my rig, even it's only mental performance and not actual performance!

That being said, your motherboard appears to have defaulted into "JEDEC #6" profile, reason for this is because your less likely to have issues with your initial boot before all the updates have been installed with looser RAM settings. If you go into bios, you should be able to choose "XMP #1" profile, which should put you at the rated RAM settings.
