Should I delete .tmp files present in C:\

There are a LOT of files present in my 'C:' directory. After I installed Windows 10, there are a LOT of files which I can't access like '$sysreset', '_009484_', '_139218_', etc. and some .tmp files present like 'MSI2c434.tmp', 'MSI4ab60.tmp', 'MSI26245.tmp', etc. Some of these files are empty or I cannot access them. I cannot decide if I should delete them or not. Those .tmp files are not present in 'C:\windows\temp', they're present in 'C:\' only.
 
Solution
Did you try to root a kyocera and instal the kyocera usb support? i went to safe mode and tried to delete/uninstal the kyocera driver and it said could not delete MSI installer. wentt back tyo my account , uninstalled kyocera usb driver but still no access to delete MASI.tmp files


I still have XP and 43 of those MSI.....tmp files and am denied access as well. I would love to hear an answer on this as well.
