I upgraded my ram the other day to vengeance lpx 3000mhz 16gb from a 8gb 2400mhz stick. I noticed in my bios settings that the stock setting for my motherboard is 2133mhz for ddr4 and when I enable XMP, it increases it to 3000mhz. Should I enable XMP for performance gains? Or leave as is for safety measure. I mostly just play video games and do school work.

I also built this PC awhile ago. I have a i5 6600k, zotac gtx 980 amp! edition gpu, zi170-a pro motherboard and a cooler master hyper 212 evo cpu cooler.

Also another random question I have is what might be a safe overclock for the cpu would be since I don't have the best cpu cooler. I'm very new to changing settings on my computer.

Yes and then test for stability. If you start having issues you never had before then you can return it to stock and post back for suggestions on how to proceed.
