[SOLVED] Should I get a 650 watt or 750 watt PSU for my PC?

I was wondering if my pc would run any bit different if I had a 650 watt compared to a 750 watt and I was also wondering if I should trust cooling fans that come with pc cases.
 
what are your specs?
you wont get any more fps if you buy a higher wattage psu if thats your question.

and, the fans that come with cases are usually pretty good, nzxt includes really good fans with their cases, asus's cases come with high quality industrial noctua fans, and be quiet's cases come with their high quality low rpm fans.

Motherboard: MSI B450 TOMAHAWK MAX ATX AM4 Motherboard

Keep in mind that I'm trying to keep my budget under $1,400 so they aren't the best components
I'm ok with going a little over the budget though
