Should I get a GTX 1080 or 1080 Ti?

I want to get one of these cards sometime next year. Is the performance difference worth the price difference between the Ti and 1080?

I already have the 4K display, which does not support 1440p which is annoying. I had been planning to go to 4K at some point, just the TV was the first link in the chain to make the jump, but it means the PC is not taking full advantage of the display anymore.

I have a GTX 780 (IIRC I passed on the 780 Ti because of price, having originally had a 760, again because of price) which I've always pushed a little further than it really should and I think it's starting to show (have reason to believe it's possibly beginning to die, but it could be software issue somewhere IDK, then again my PC's taking an age to boot now together with the symptoms my GPU shows makes me think). I want to game at 4K60 high or max settings.

So the game that made me push this forward was Assassins Creed Origins. Other games I have are Rocket League (which already runs 4K62 on max), Tomb Raider 2013, Rise of the Tomb Raider, GTAV, Tekken 7, Witcher 3 and many more.

The rest of the system is:
CPU: i5 4570 (I've thought about upgrading this too, but GPU first. Will this bottleneck the 1080/.Ti. What's the best CPU to go with?)
Board: MSI Z97 Gaming 7
RAM: 16 GB
PSU: Antec TP 750 W

^ Is that all good to run those cards?

EDIT: Or maybe I should go AMD? I know nothing about AMD cards though
EDIT: Forgot to say I want to use HDR

Solution
You don't need a new cpu for 4k. a gtx 1080 ti is a must for 4k 60fps though.
If you're fine with some games running 30fps in 4k then the Xbox one X could be a considerable choice.

If you wanna be playing 60fps 4k all the time without going bellow 60fps then 1080ti is a must.

i don't think CPU will bottleneck your GPU but i will recommend getting an upgrade to i7 4770k or i7 4790~

you can take a look here: https://www.youtube.com/watch?v=2JxvuBbCrTA

note: never think for amd when you have cash for nvidia :) otherwise you will have head aches a lot with games... once i had AMD r9 290x and i think i will never you a amd card again. today i'm running with 1070 gtx and 0 problems in game. 0 day compatibility instantly in games.

Am I better building a new system or just getting an Xbox One X? Changing the CPU and GPU is almost halfway to building a new system of today's equivalent spec. Getting another 4th gen CPU works out as expensive as a 7th gen CPU and a 7th gen CPU means I need a new board

Wouldn't the 4570 hold up the Ti? Or will it be fine? I was planning a CPU change at some point, that's why it's a Z97 chipset with a locked CPU (things being changed in stages). Then I saw that 4th gen CPUs are more expensive than their 7th gen counterparts and to get a 7th gen CPU, I'd need a new board (unless I've misunderstood) at which point I'm halfway to a completely new machine

A new cpu would be recommended if you were using a +144hz monitor.
However as you're using a 4k 60hz monitor the i5 4570 will be totally fine.

To my knowledge my display (4K TV) doesn't support anything higher than 60 Hz. Would have to check for sure

60hz = 60 fps 4k you are king :) so get 1080ti and make fun :)
