Should I get an UPS or an AVR?

So the apartment building I live in is really old and so is the wiring. A few years ago my PC started manifesting performance issues during games and I ruled out every single thing except for the mains power. I don't know if this is related to the problem or not but my cpu voltages are fluctuating between 1.125 v and 1.475 in full load and so is the core speed, between 800 mhz and 3.2 ghz.

I've been on many forums and a lot of people suggested that I get an AVR or an UPS. I don't have any random blackouts by the way. I was thinking about getting an AVR, since it's cheaper. Will that do?

Voltage changes and core speed fluctuation is normal behavior in modern systems. They fluctuate constantly. Your mentioned CPU speed is normal. That itself wouldn't cause your issue.

What are full system specs? If you are certain the issue is power related, I'd lean on PSU itself before mains power.
That said, been using an APC UPS myself for many years, and I do recommend them if mains power fluctuates in your area, or have frequent brownouts or blackouts.

I think it is best implemented in conjunction with a UPS.
For your purposes, a UPS with AVR need not be overly expensive, with just enough battery capability to ride out a few movements of power interruption.

Where do you live?
I think the unit is for Europe and sockets/voltages different from the US.
I am no expert on APC product line.
I suggest you call them directly and explain what you need.
You will get a more authoritative answer there.
