1| It'd be a good idea to state your full systems specs, i.e your intended build.
2| Are you in need of a fan controller? If so then what sort of a budget are looking at and how many fans are you interested in controlling?
3| Do you plan on controlling it via software or through your BIOS? If the latter you could look into
Swiftech's 8way PWM splitter.

To answer your second question, I am unsure if I need the fan controller, that's why I asked this question.
To answer your third question, I don't know anything about software, or what BIOS means, I'll have to look into that if it is decided that I should get it.
