I'm having an intel DG31PR Motherboard with core 2 duo e4600 processor and GT 710 2GB DDr3 Installed. I was wondering if my system would support GT 1030 DDRr3 Graphics card.

Other specs:

4 GB ddr2 RAM and PSP 4500 (450 watts) power supply (with Pentium 4 board support).

Also, tell me if there is a better deal in terms of graphics card for my specs.

My Core 2 E8400 couldn't even push my HD5770 much beyond 70% GPU usage, so I wouldn't bother going with a GTX1000-series GPU on an even slower CPU. With only 4GB of DDR2 system RAM, you will struggle to run any semi-recent game regardless of what GPU you pick.

I would just save my money and aim for a system upgrade, maybe try to find a used system that has a Ryzen 3400G and 16GB of DDR4-3200 in it.

It can work, but with 2gb of ram you won't really be doing any gaming.

Edit: Nevermind you edited it to be 4gb of ram.

You have an older motherboard with likely a legacy bios, not UEFI.
Some newer graphics cards like the gt1030 will not be recognized on a legacy bios.
Assuming you are buying used, look for a GTX750ti which is probably cheaper and performs similarly, if not better.

Yes the motherboard is legacy but I have installed UEFI windows 10 x64 on it
