If you budget allows the extra $100 for the i7-4790k, buy that.
You will get a better binned chip that runs at 4.0/4.4 stock; no need for overclocking.
You will retain the option to oc if you want.
Ultimately, both 4690K and 4790K will oc to about the same limits, but with better binning, the 4790K has a better chance to go higher.
As to the motherboards, both will do the job, but I would favor the Vii boards which use a newer Z97 chipset that will be compatible with future broadwell processors.
Regardless, plan on a aftermarket cooler.
It will run quieter and cooler than the stock intel cooler.
$30 buys you a adequate tower type cooler and a 120mm fan.
$70 buys you a top cooler with a 140mm fan. Think noctua or phantecs.
