Should I overclock?

Hello,
So I've been getting some bad frames on Arma 3. However, I ran a benchmark (I forgot the name, but it might have been valley benchmark) on ultra and got an average fps of 70. Should I attempt to overclock my gpu, or is it time to upgrade? I got a gtx 960 SSC 4gb back in February, so idk. Thanks!

Current setup:
i5 4460S 2.9 ghz
Gtx 960 SSC 4gb
8gb ram

Wanted setup:
i7 4770k 3.5ghz
Gtx 1060 6gb
12-16gb ram

ARMA is a very resource dependent game, specifically on the processor.
If you have to upgrade the processor would be the place to start. You could try for a 4790k over the 4770k. This would be the most cost efficient upgrade, as I dont really recommend making a platform switch from haswell at this point.

I was just wondering because I'm getting like 20 frames on Arma servers with like 20 players. Thanks for the suggestions! Will definitely look into the 4790k.
