Hello.
The latest video card from Nvidia is RTX 4000 SFF. Really a good card equipped with 20 gb DDR6.
On the other hand i would suggest to take a look at Nvidia RTX 4060 SFF with 8Gb GDDR6.
Affordable and a good pair to an old CPU like you've mentioned , Intel I5 6500.

the only problem i have about that is the price, im budget limited to 312 bucks and the really pushes my budget. plus it would also require pcie.

The RTX 3050 6GB is the best sff upgrade option at the moment, but it is still expensive which means you are compromising quite a bit on the PC side.

I still wouldn't recommend investing in a SFF OEM PC if you can help it. A bargain, but it is a temporary solution since you won't be able to upgrade it and Skylake is already effectively obsolete. Always better to get used off the shelf components or inexpensive new ones then tie yourself to an OEM prebuilt.

You can get yourself an all new system with an A380 in it for about $430. And seeking out used core components can certainly get that lower.

the reason i was looking at the prebuilt option was because if i go the xeon-gtx 970 route, im prob gonna throw that 970 out when i upgrade, but if i have the 3050 on hand if i upgrade, i would have a solid gpu for little while. plus im saving lots of money on the gpu side.

Honestly, it would probably be better to look at a different used build, you're really limited in what you can upgrade with that SFF pc. Also, I wouldn't go for an RTX 3050, an RX 6600 can be had for not much more, its faster in any game that doesn't use ray tracing, within 10% even with ray tracing, and has more VRAM. The RTX 3050 is not a very good card, and thats not even getting into the used market comparisons.

what would be a 300$ system you would recomend? (considering motherboard prices of the system)

You can always hold off on a GPU for a while. Plenty of games playable with integrated Vega.

did and hated it

This is really the only use case for a lp 3050 6gb. A lot of people are still buying old office PC's, and trying to turn them into gaming rigs, though the case for doing so is not a good one, anymore. You can buy a used Ryzen 5 3600 system with 16gb and a RTX 2060 for the same price as you would pay for an office PC with a i7 3770 or 4770, plus all the parts needed to bring it up to gaming specs, and the Ryzen machine would be a better value for the money, because it will be faster in every way.
