1. Would it make a difference if i replace the stock fan with a higher CFM pressure-optimized fan ?

2. Would it make a difference if i add a second fan ?

3. Are there any mods to improve the 212's cooling ?

Overclocking the 6500 to 4.5ghz
You need a better cooler.

The 212 series is/was so popular, only because they were slightly better than stock, and inexpensive.
They are not particularly good CPU coolers.

And a delid should be the absolute LAST thing you consider doing, after all other options are explored, and you are actually running into thermal throttling.

True enough, but Intel is not supporting that and has asked motherboard vendors with such a capability to withdraw such bios capabilities.
They may still be out there and available for the motherboards that initially had that capability.
The OP could certainly try to search out such bootleg bios options for their motherboard.
