Should I start to buy parts now ready for haswell

Hello I am building my first gaming pc and I have been reading start to buy your pc parts now for haswell because when haswell comes out everything will go up in price, is this true?

The day haswell drops there may be a small spike. Most normal pc builders wait a few weeks after a launch to make sure most of the bad bugs have been found. Buying parts to soon can bite you is the dairy air if one of them is doa and it went past the 30 days to return to store. Now you. Have to do and rma and wait longer for the bad part to be replaced.
