Should I switch to intel?

So I have an AMD FX-4100 which hasn't been all that bad but with some of the recent titles coming out I have noticed some performance issues. Should I switch to an intel processor and motherboard, if so what should I get?
My current specs:
CPU: AMD FX-4100
GPU: GeForce GTX 970
Memory: 12 GB DDR3 RAM

I would highly recommend it at this point. The 4100 is extremely weak, and it would not be able to handle modern graphics cards.

A good starting point is an i5 6500, H110, B150, or H170 motherboard, and some DDR4 RAM.

I would definitely recommend going for an Intel build if you want to do this now. You could just wait around for AMD's new processors, and see where they're at performance wise, but I would personally recommend just going with a Skylake build.

I'm comfortable with spending about $500 on an upgrade, and I have a GTX 970, which I know is seriously bottlenecked by my cpu

The first benchmarks are in for AMD's Zen, and as predicted, it appears to be somewhere between Intel's 2011 and 2013 CPUs in IPC, with lower clockspeeds.

An FX-83xx would be a fair drop-in upgrade and help a lot, but it's also still a pretty low-end CPU by today's standards. If you move to Intel's Skylake platform you're probably going to need to replace your RAM, but that's how you'd get a very significant performance improvement.

With my current setup I only have a 430W psu is that something I should consider upgrading as well?

This setup would actually draw less power.
However, if you choose a cheaper cooler (IE 212 EVO (or do you have one already?)) and go to 8GB of RAM you could purchase a new powersupply under budget.
What is your current unit?

Do you intend to overclock? If not, there's no point in getting a "Z" chipset motherboard, "K" CPU or aftermarket cooler. You could save a fair bit of money.

I already have a decent cooler for my cpu, some corsair cooler with a 120mm rad(I think its an H60(I bought it from a friend)), and I'm pretty sure I have a corsair CX430 which I bought about 3 years ago.
