Should I upgrade from HD4890...

After all the of the bugs and crashes trying to play Deus Ex: Human Revolution, I want to increase performance and also go with DX11 since this seems to be more stable with this game and probably with more games to come.

I want to upgrade from my HD4890 to something more current. I would like to actually know if the performance upgrade would be worth the cash. I know that the biggest thing will be upgrading to DX11 from my current DX9 setup. I would like to keep it around $200 and would prefer to stay with AMD/ATI card, but I am open to Nvidia suggestions too.

Oh yeah, this will be primarily for gaming.

MB: MSI 790FX-GD70
GPU: Sapphire HD4890
RAM: 4 GBs DDR3
PSU: Corsair 650 wt
Monitor: Samsung P2770@1920x1080
2 HDDs

Both are great cards which will provide DX11 and increase in performance.

The GTX 560Ti is a BEAST of an overclocker.

Since you did not mention which version of Windows you are using I'll just clarify that only Windows Vista and Windows 7 can take advantage of DX10 and DX11.

Windows XP is stuck with DX9.

the Radeon HD 6950 is what I'm leaning toward, but I wasn't sure how much of an improvement it would make.

I upgraded from a 4870x2 to a 6950 2gb card.

The 4870 x2 obv beats the 4890, and I notice a medium improvement, I love the dx11 as well
