Should I upgrade my CPU, motherboard or PSU?

CPU: Intel Core i5 4670K @ 3.40GHz
RAM: 16,0GB Dual-Channel DDR3 @ 666MHz
Motherboard: ASUSTeK Z87-K
Graphic card: 4095MB NVIDIA GeForce GTX 1070
PSU: 650w something??

I am curious about whenever it would be best to upgrade CPU, motherboard or PSU to boost FPS, and if upgrading CPU will mean I should upgrade my PSU or motherboard as well.
 


I have very low FPS in some MMORPG games, 16-17 FPS. My refresh rate is 60hz and resolution is 1920x1080. I also have some PC freezes in FPS games such as R6. My whole PC freezes for a good 10 sec. so sound stops and starts up again.
 
Well a lot of people say they can get your 3.4GHz CPU stable up at over 4GHz so it's worth a try, as you can see that is quite a jump. Of course you should do it in increments, and keep a v v close eye on temps, but it'd be interesting to know if it makes a difference. Its def the cheapest way forward!
